This article analyzes the issues of improving the mechanisms for evaluating the effectiveness of human resources, the need to measure the effectiveness of human resources. The researches of scientists who conducted research on management and evaluation of human resources such as Gary Dessler, Richard Griffin, Edward Lawler, David Olson Ulrich, Michael Armstrong are commented. Scientific and practical proposals and recommendations for improving the system of evaluating the effectiveness of human resources in state bodies and offices have been developed.
