The article highlights the mechanisms of land sublease, land relations in clusters, the transformation of land into an asset (into capital), the need to develop a new reduction of the Land Code, directions for organizing scientific research to further deepen the land reform, issues of training scientific personnel, socio-economic, environmental, tax -budgetary, investment, organizational-territorial, entrepreneurial and other content of the reform of land relations and 

substantiated proposals for the development and implementation of the “National concept of land reform in Uzbekistan”.
