Abstract
This paper examines the feasibility and effectiveness of developing land management projects on irrigated agricultural lands based on temporary lease rights for the construction period, as an alternative to permanent land use rights. The practical relevance of this approach is demonstrated through a case study conducted in Romitan District, Bukhara Region, where land management design works were implemented on irrigated agricultural lands owned or used by landowners, land users, tenants, and proprietors. The study focuses on the preparation of land management projects under servitude agreements for the period of reconstruction and construction of underground main gas pipelines operated by JSC “Transgaz”. The results confirm that establishing servitude agreements based on lease rights represents an efficient, lawful, and practically viable solution for the rational use of irrigated agricultural lands during construction activities.
